Official English translation published by the National People's Congress on its own English portal. No translator, translation edition or translation year is named anywhere on the page. The Constitution is enacted and authenticated only in Chinese; the Chinese text is the only authentic one and this English version has no legal force. The page carries no disclaimer in either direction, so its silence must not be read as a claim of authenticity. It is also not the only official English rendering — the State Council portal publishes a materially different one (“shall enjoy freedom of speech” where this has “shall have freedom of speech”), so a quotation has to name which body's rendering it is.
